There came a point when it was so common for Coasnian humans and Stormrider mer to have interpersonal relationships that the amount of people moving to or from the sea or shore was impossible to manage. There also rose a concern in the possibility that if a war arose for some reason that it would be incredibly likely for many to end up fighting close relatives.
Eventually with much arguing in the councils of both sides a document was drawn up outlining a groundbreaking international charter between nations of both land and sea.
Political Attention
The charter brought a massive amount of attention both good and bad onto both countries. Mer groups became wary of Stormrider's new benifits of increased trade with landfolk. The smarter countries of both humans and mer saw what the exchange of materials and technology could bring and scrambled to smooth political relations over and replicate the charter's success. Human countries specifically realized quickly that even a small force of allied mer would strengthen a human armada exponentially. The dragon lords of the sea took and almost nostalgic notice of the charter as they had once been allied with a now nonexistent country of humans whose remnants had eventually disappeared either dying out or integrating completely with another society.
