Also known as 'The Mayor', Rollo Greenhand, a goblin of above average intelligence saw the opportunity for his green skinned folk and their associates to even the playing field against the adventurers and soldiers of Opportunity. The author of The Green Pact, signed twenty years ago, which promises peace between monsters belonging to the Green Hand Collective and citizens of Opportunity. His long term motives are unknown but in the mean time this uneasy peace has been beneficial to all.
