Civil action
An influx of hobbits, the death of King Marothsa (the 12th), and disturbing stories from the far south make for instability.
King Marothsa the 13th was unlucky. During his reign, the first frost troll was seen raiding southern villages. The first wizards began to claim superiority, the first wave of native-born Hobbits sought citizenship, the first knowledge of the Elves current location stirred up old pains. The good king was not a good king. He tried to stop unrest by founding a drafted army and militia (a system still used in the Minor Kingdom of Man), denied the Hobbits Citizenship, and cemented a rule into law, that no race other than Humans many have full citizenship under the Great Kingdom of Man.
