Ritual drownings for Greymoria
Mera is considered the goddess of the sea specifically and water in a broad sense. At the very least she is considered the goddess of the beneficial aspects of water.
Greymoria is considered the goddess of the dangerous aspects of water. It is not clear if she was always associated with the dark side of water or if she took on that mantle simple to spite her hated sister. Greymoria is also the goddess of poisons which often take the form of noxious liquids but that is a generally a separate aspect of the Dark Mother.
History
The tradition of ritually drowing Greymoria's enemies and sacrifices goes back a very long time.
Since at least the dawn of the First Age, if not before in the Age before Ages, Greymoria was associated with deep water and drowning throughout Scarterra though most First Age mortals did not drown easy, it was possible, it just took more time and effort to drown a dragon or a typical thurekal.
The practice of drowing sacrifices for Greymoria became even more common in the Second Age and continued into the Third Age.
the Second Age saw the rise of slightly more benign Greymoria worshipers and these more supposedly gentle Children of the Dark Mother are even more common now in the Third Age. Thus it is more common for these factions of the Children to "drown" offerings to Greymoria in the form of material goods, or at the very least drown animals instead of people, especially scape goats. Sometimes they will "drown" non-living effigies of real or symbolic enemies.
Observance
Ideally, ritual sacrifices to Greymoria would occur at auspicous Zodiac times, either at times sacred to Greymoria or at times sacred to Greymoria's rivals, but this is not always feasible.
Outside of the nation of Kahdisteria, Greymoria worship is restricted or banned outright, or at the very least, the local Children are not allowed to drown people willynilly.
This means most ritual drownings on behalf of mighty Greymoria are done in secret. That means the drownings occur at secret times and secret places. Given that the Children's enemies expect them to do dark deeds on Zodiac times special to Greymoria, they are watched more closely at these times, so most secret drownings occur at seemingly random inauspicious times.
More benign legal sacrifices of material goods or sacrificial animals usually are performed at specific publicly announced times and places.
A person or animal can be drowned in even a few inches of water, but it is generally considered especially holy for Greymoria to drop sacrifices in the deepest darkest water that is available. Also, almost all ritual drownings occur at night.
Ritual Drownings for Taedi?
Taedi is of course Greymoria's Scaraquan alter ego. Taedi is the goddess of magic, darkness, very deep waters, and terrifying sea monsters among other things. One would guess that Taedi would be fond of drowing people. Is this the case? Yes and no. Taedi teaches her worshipers that Scaraquans have a right to do whatever they want with Scarterrans, and this includes drowning them. The Cult of the Kraken frequently ritually drowns Scarterrans as an offering to Taedi, but most of the other branches of Taedi's worshipers do not do this. Taedi's fervent and casual worshipers will drown enemies when convenient but they seldom consider it a holy sacrament, it is just a convenient weapon to use against enemies without gills. Taedi is mostly concerned with Scaraqua and most Scaraquans are understandably hard to drown. You could suffocate a Scaraquan by trapping them on land. It is certainly a painful and cruel way to kill sea creatures and Taedi likes desposing of her enemies in cruel ways, but this kind of goes against Taedi's love of darkness and deep water.
