These moons have found themselves in continuous turmoil. Due to internal conflicts and power struggles, they remain fractured into towns, cities, and satellite stations. The laws can often change from settlement to settlement. The folk on these worlds keep to themselves and stay out of the bigger political moves of the solar system.
Callisto
A jovian moon grappled in constant civil war. Many here grow up to fight and die for power reserves to keep the lights on. Some get lucky enough to venture off the world and get hired as mercenaries.
Europa
Once a beautiful destination for the rich and powerful. The hanging sea cities of Europa are now home to small guilds of scientists and long abandoned entertainment districts.
Ganymede
A rich world home to many farms and cultivation groves. Ganymede once served as a land of plenty, providing food and resources in its factories to the rest of the jovian system. Now however the moon has been fragmented into a multitude of independent feudalized states where lords fight over cultivation platforms and seedlings, losing more food than they gain with every fight.
Titan
A distant and mysterious world. This moon of Saturn has become a destination for those who seek complete isolation. Cults and criminals fill its streets. The cities of Titan live with a code of never interfering with one another. This leaves plenty of room for corruption, authoritarian policies, and strange practices to run rampant.
