Pan

The planet Pan managed to hang on for a remarkable amount of time following the Scream. However, after the pretech manufactories broke down, this world fell harder than its neighbors. Multiple factors played into this decline, but primarily the space navy lost cohesion and split into warring factions which no longer protected the fledgling hegemon's interests. In the end, the political elite of Pan were abandoned to a pre-industrial culture while the descendants of the naval crews left to form their own governments. To this day, the leaders of Pan are struggling to revitalize industry, reach orbit, and take back what they view as theirs.
