384 Prison
384 Prison (Psaknud Ftage Ksta Stri Aar, or PFS Aar), also known as Luan's Hollow (Fpriluan Edafur), was once a standard prison, but became a place to house political prisoners and loyalists to the previous regime after Luan Sranten's rebellion.
Purpose / Function
The former purpose of the prison was to house Yzel's most dangerous criminals. However, it has become a place to keep political prisoners alongside violent felons.
To the public, however, it is only known as a maximum security prison for violent offenders.
History
Prior to the ascension of Luan Sranten, the prison was a maximum security establishment used for the detention of the worst criminals of Yzel. Rapists, serial killers, terrorists, and others were placed here and kept in seclusion for twenty-three hours per day. The previous dynasty had debated using the location to house personal enemies, but had declined due to growing unrest within the country. The optics of such a move would have pushed the public further from them and they wanted to hold power above all else.
After Luan's successful revolt, he began acting as the Zhouhang had wanted and placed members of the former royal family, along with their supporters in the military and aristocracy, inside the prison. The public were told that they were simply being housed so as not to become a threat to the new regime. However, the actual conditions of the prison were appalling.
The capacity of the prison was stretched to the limit and then exceeded by double. A compound that was meant to hold only 1000 people was instead keeping 2500 prisoners within its walls. Along with this, Luan promoted torture and starvation among the prisoners, particularly those who had a familial relationship with the previous dynasty. Rumors of the prison's conditions were circulated among the underworld, but rarely reached the populace.
Upon the ascension of Kaelo Sranten I, the prison was kept in more or less the same state, although he did lessen the number of political prisoners, freeing most of the military leaders housed there. However, he allowed any surviving members of the former royal family and their supporting nobility to remain even as the conditions inside continued to deteriorate. He also allowed for the beginning of human experimentation within the prison, mostly by fusion users looking to expand their magic.
Kaelo Sranten II was appalled by these actions upon taking the throne and, despite his deep respect for his father and grandfather, released all political prisoners. At least, that was what the public was told.
In reality, he simply moved the former prisoners to several new locations and began silently incarcerating his own enemies. The prison is still used to house extremely violent and dangerous criminals, but Luan's Hollow remains a place of misery and secrecy for those held there.
