Humans are literally considered pets. like some hybrids, they are considered of lesser blood and lesser intelligence. Once a human crosses into non-human spaces, someone must take ownership of them otherwise they are put to death.
Humans cannot vote in any government elections, nor own more than 25kt worth of items. They cannot own property, and cannot have human/nonhuman hybrids.
