How do you make a information gathering activity utterly mundane? You make it a festival. When the Cult of Seudon established itself in Port Lumos, it established a day, once a year, on the longest day of the year, that was for revealing your deepest, darkest secrets.

Execution

Masks are donned, cloaks are worn, and letters are left on doorsteps of people between nightfall and the dawn of the next day. Letters are left unsigned at the doorstep of the person the secret is aimed at. Secrets are not aired publically, and to act on a Confession Day secret is seen as a social faux pas.
