Many police investigations go unsolved or are dropped due to understaffing or faulty procedures. An investigation can be forcibly sidetracked for these reasons using a Routine Admin/Legal check. Step Penalties depend upon the agent’s involvement in the case or how exposed the case is to public scrutiny, at the Referee's discretion.
