Deafening silence
Our biologists have yet to figure out where this phenomenon come from or what causes it, but they at least agree that it only ever happens in specific points of the the forest and, ironically, it's not really silence.
The name seemed to be completely accurate back when the first biologists studied it. To the first witnesses who experienced it, it was s sudden absence of sound in their surroundings, no matter how desperately they tried to create any noise or speak aloud. The experts who analized the area came up to the conclusion that there were sound waves working normally, and it has to be another reason why we couldn't pick them up.
So far, we still ignore the reasons, which means that there are plenty of theories: A ghost devouring sound too close to people, or interfering with our hearing abilities. A storm of sorts. A consequence of a ghosts actions.
None of these theories holds by itself completely, but the guys saying it's related to the Bubbling Noise might be up something.
