What looks like an eye, sees like and eye and hids behind eyelids?
You guessed it: an eye.
That's all these ghost are.
Born from the shards of any form of unrecoverable sight, they migh thave some special traits, like seeing the future, past or distant present, detecting lies or finding certain paths or signs.
They can be quite useful for those searching for something, but their use is not recommended because they are always in one of the caves, which are too dangerous to visit.
if you find them in the open, it usually means that a darkness storm is about to take place.
