Delirium

Delirium is a Shard where almost anything goes and anything can be found. For the Right Price. A floating collection of casinos, pawn shops, brothels, nightclubs, and everything in between. If it exists in the shadows somewhere else, it's right out in the open in Delirium.
Although for all of its trade in debauchery and sin, consent is one of the few rules that is strictly enforced. Denizen and visitors may not want to be there, to sell what they are selling, or making the deals that they are, but all enter into them of their own free will.
The second near divine rule of Delirium is that the Deal is sacrosanct. One always honors their deals or they suffer the attentions of the Brokers. That isn't to say that experienced dealmakers won't craft their negotiations with loopholes and well hidden exit clauses. Buyer beware afterall.
Above all of this madness is a prince of chaos known simply as Bedlam. A genderfluid Changeling, Bedlam came out of obscurity twenty years ago to unite the different guilds and gangs of Delirium to build a little kingdom of their own.
