Aswan

Aswan is a town in the Celestine Empire on the border of the Thousand Dunes desert.  While the town is primarily of Ubanese ethinicity, it is administered by powerful members of the church.  It is the only non-city settlement in the Empire to have its own bishop, which is in part due to the unrest that tends to plague Aswan, as well as the location of the Light's Justice Prison of the coast, which falls under the same administration.  Aswan is an important stop on the trade route that connects the Imperial City, Uban, and Aurethrane, although has been in decline since the move to trade routes over the Celestine sea.
