The Celestine Empire While the theocrats who govern Celestine like to call it an empire, it is anything but that. Celestine consists of four major cities. The seat of power of the Celestine religion and the government of the nation lies in the Imperial CIty. The other five cities are actually autonomous city states that have agreed to live by Celestine law, but enforce it themselves, without much interference from the Emperor. While the regions directly around these cities are safe and pay tribute to the Celestine Empire, much of the empire is still beset by warlords or controlled faith-militant groups that were able to hold on to power after the war ended.
