Dulmer Blackburn

Dulmer Blackburn is the human captain of guard of Longburrow.  Unoffically, he has no authority over Hobbleton, the halfling part of the town, as jurisdiction there falls to the Hobbleton Constabulary.  Blackburn is known to be fairly cautious when it comes to dealings with the Runidiri of the Renhunt Forest, both respecting their prowess as fighters, but also a deep distrust of their motives.
