To carve a spellstone, you need a gem capable of storing the intended spell. More powerful spells require more valuable gems to contain them. Aside from the most common gems, each gems has affinities for certain schools.
Common Gems
The only spells that can be stored in common gems (Lapis Lazuli, Amber, Jade, and Pearl) are Cantrips. Each of those can store any Cantrip.
Uncommon Gems
Uncommon gems can normally store spells of up to level 3. If used for a school the gem has an affinity for, it can hold a spell up to level 4. Here are the schools affiliated with each gem:
