Velicia

A city state in the Celestine Empire known for its canals, wealth, and aristocracy.  The city is situated on a series of small islands at the mouth of the river, creating a large number of canals that make travel around the city by boat the most efficient way to do so.  There are several large families in Velicia that trace their heritage back before the War of Ashes, and as such, the politics between the families can become quite intense.
