Cult of Sharati, the Sharpened Blades

The leaders of the Sharpened Blades are the Kittath, a circle of masked figures who distribute assignments, translate Sharati's will, and recruit new members. The Kittath does not directly engage in any murders or assassinations. The secrecy of a Kittath's identity is apex to a sect.
Everyone else in the Sharpened Blades are Kitto, or instruments to Sharati's will. Kitto are the ones who perform assignments and are more practical than Kittath. Their expertise lies with infiltration and assassination, and are typically forged from common bandits or townsfolk. Kitto are expendable: they live their lives as normal until they receive an assignment. If they are caught, they have no support from their peers and are to be ousted (and potentially become a target themselves). The typical payment for a successful assignment are favors, as money is traceable and goods are impermanent.

Structure

Kittath are the crucial leaders, and Kitto are anyone else.

Culture

Tools go through life as they would normally, and their involvement has no true impact or limitations on their occupation. Nobody knows the identity of Kitto or Kittath, and superstitious people will tend to believe the assassins are everywhere.
