Ikebukuro
Ikebukuro (池袋, [ikebɯkɯɾo]) was a commercial and entertainment district in Toshima, Tokyo, Japan. Toshima ward offices, Ikebukuro station and several shops, restaurants, and enormous department stores are located within city limits.
Demographics
Majority working class population with some middle class scattered.
Government
Although the survivors pact seem to maintain the area - the Yakuza seem to run it as Police.
Defences
Lots of Yakuza seem to protect the streets - sometimes extorting those who deserve it.
Infrastructure
Monorail ends here, smaller streets with some medium sized buildings.

Concrete buildings with some tents scattered around where some of the refugees from places like Roppongi live and try and make the best of their living conditons.
