Government

The city is the personal property of the Empress of Shinano, and all who enter are expected to abide by her rules and instructions. However the Celestial Court rarely gets involved with city business, considering it beneath them, and real power in the city lies with an appointed council of nine governors, one for each district and a representative from the Palace.

Defences

The Sacred Guardians of the Palace are the mightiest fighting force in the Four Islands of Shinano. While few in number, each is versed both in martial and magic arts, and wield weapons from the magical armory of the Celestial Court. Most of the work the Guardians do is unseen, as they use magics to protect the city without the knowledge of the populace, but where they are most visible is in the palace itself.   Each Guardian is chosen at birth and raised to serve the Court, with a few earning their way in due to exceptional service later in life. These magic warriors are expected to abstain from alcohol, indulgent meals, sex, romance, and the pursuit of wealth, as those are considered distractions from their duties to protect the Court and the secrets it holds.

Districts

The city is divided into eight districts: The Wharfs, The Bloody Temples, The Red Lantern District, The Sword District, The Market, The Scholar's Path, The Low Places, and the Vermillion District. History

The city was founded when the first settlers arrived, according to legend fleeing the devastation that engulfed the mainland during the Era of Amber. The First Lord of Shinano intended the settlement to be a small haven for ships, and for a time it served as a pirate haven, but it gradually expanded into the largest city in the islands. The Hobgoblins came to call the city Muruk-Hati, the Place of the Invaders (or Place of the Humans, as in the hobgoblin language the same word applies to both).
