Venalar
I'm not here to accuse Venalar of anything, but if you fall for his charms, don't expect your pockets to still have their contents.
Venalar is something as rare as a known pickpocket. The guards know what he is, but for some reason he never seems to have the things he steal on his person when the guards get their hands on him. And without proof, they have to let him go. He's been a thorn in the lawbringers' side for about a century.
How Does He Do It?
The first thing Venalar does is to try to chat up his victim, to see if they are receptible to his charms. The gender of his target is irrelevant - Venalar doesn't discriminate. His charm is for everyone. If the target doesn't seem receptive he simply switches targets. Some days this will take a while as he hits on person after person, while other days he hits a viable target on his first try.
The target doesn't need to get seduced, however. Venalar just need them to get sufficiently distracted to be able to do his sleight of hand.
As soon as Venalar has his prize, he will try to disengage in a natural way. The longer he stays with his target, the higher the risk is that the target will notice the crime too early. It's important to get at least a bit away before he's blamed for the crime. If this is successful, it doesn't matter if the guards catches him. They'll catch him, ransack him, but never find anything except his own gear. They know he did it, but with no actual proof, they can't catch him.
What the lawbringers don't know is that Venalar makes sure to dump the things he pickpocket on another rogue shortly after acquiring it. The rogue will disappear into the crowd or a side alley mere seconds later. The whole transaction is so smooth nobody is able to see it happen. This is helped by the fact that Venalar prefers to make his move when there are many people around. Trying to find who the loot was dropped on in a busy crowd is near impossible.
Venalar would love to be able to state that he's never been caught, but that would be a lie. He considers every time he gets caught a learning experience, and makes sure to analyze what he did wrong and learn from it. Besides, having been caught with proof still on him about a dozen times during the century or so he's been active is still an impressive track record.
