The stewards

The stewards are in charge of managing the troops in the Avan territory locally. They are feared and respected. Usually quite close to the population they take care of the smooth running of the society. They are the ones who are considered responsible in case of unpunished crimes, accidents etc. They are accountable to the provincial stewards who in turn administer affairs at the provincial level. Although they give orders to the military in garrison within their jurisdiction, they remain under military command and must obey them. In order to enable them to do their jobs despite military deployments, they most of the time have dedicated units that remain on the territory to respond to any situation requiring the intervention of armed forces or the investigation of a crime.
Although they are not judges, it is very often the stewards who sentence criminals that they arrest. They have a great deal of freedom, both in terms of how to obtain information and the punishment they may decide to impose. It was against this disparity in treatment that the Silver Shield and her father before her had tried to establish a penal code throughout the country. The whole project has since been completely denounced by Yorn, bringing the impunity of the stewards back to the forefront. However, this impunity is relative, knowing that any appeal against a conviction goes directly to the provincial stewards and that, if the sentence is changed, the steward who pronounced the sentence can be dismissed or even punished by the sentence he pronounced if it is considered to have been excessive or influenced by corruption. But don't be fooled, the stewards' freedom of action is still almost total, which, combined with the permanent race for results between each small official, leads to many ridiculous and tragic situations.

Les intendants s'occupent de gérer les troupes dans le territoire d'Avan à l'échelle locale. Ils sont craints et respectés. Habituellement assez proches de la population ils s'occupent du bon fonctionnement de la société. Ceux sont eux qui sont considérés responsables en cas de crimes impunis, d'accidents etc. Ils rendent leur comptes aux intendants provinciaux qui administrent quant à eux les affaires aux niveau des provinces. Bien que donnant des ordres aux militaires en garnison dans leur territoire de compétence, ils restent sous les commandements militaires et doivent s'y plier. Afin de leur permettre de faire leur travail malgré des déploiement de l'armée, ils ont la plupart du temps des unités dédiées qui restent sur le territoire afin de répondre à toute situation nécessitant l'intervention de forces armées ou l'investigation au sujet d'un crime.
Bien que n'étant pas juges, c'est bien souvent aux intendants de prononcé la sentence des criminels qu'ils arrêtent. Ils disposent d'une grande liberté, tant sur la manière d’obtenir des informations que sur le châtiment qu'ils peuvent décider d'infliger. C'est d'ailleurs contre cette disparité de traitement que le bouclier d'argent et son père avant elle avait tenté de mettre en place un code pénal à l'échelle du pays entier. Tout le projet a depuis été entièrement dénoncé par Yorn, ramenant l'impunité des intendants sur le devant de la scène. Impunité cependant toute relative en sachant que tout appel d'une condamnation remonte directement aux intendants provinciaux et qu'en cas de changement de peine, l'intendant ayant prononcé la sentence peut être destitué voir même châtié de la sentence qu'il avait prononcée si on considère qu'elle était démesurée ou influencée par de la corruption. Mais ne vous laissez pas abuser, la liberté d'action des intendants restent tout de même presque totale ce qui, associé à la course permanente au résultat entre chaque petit fonctionnaire, amène à bon nombre de situations ridicules et tragiques.
