The eladrin are Elves who live in the Feywild , most of the time they serve one of the Courts of the feywild  as anything from advisers to  The archfey to nonmagical servents and anything in between, the eladrin have different forms for each of the seasons and commonly will be in the form of the head court they serve, as to anything in the feywild they have innate magical powers but it is lesser then any of the other denizen of the feywild 
The eladrin are very rare in any plane other then the feywind or one of  The multiplane destinations
