Manan

From the ancient Sarthisi word for "Everything," Manan is the title of the known galaxy. Composed of six regions, called Rings, Manan is ruled over (in name, at least) by a Plenum of one-hundred-sixty-eight oracles, each hailing from one of the most influential planets in all of Manan. In reality, of course, their realm is far too vast to be effectively governed, and laws are forged by whosoever can exercise direct control over a particular system, planet, or even sub-nation on those few planets insignificant enough for cultural diversity to be allowed to flourish.
