Bandits

Some of the high valleys of Bear lands have not taken to Wolf rule as well as the lowlanders. Some of the bandits simply make more serious claims to their heritage of “the old ways”. Regardless of cause, banditry remains a common nuisance of life in the Bear lands.
  Bandits are not frugal when they pillage, as they are often displaced from the lands they are familiar with, so they don't have to worry about their homes being pillaged in kind. Towns with heavy Wolf populations can expect more regular bandits than other towns, and usually feature heavier fortifications as a result.
  To minimize possible confrontations, bandits arm themselves as heavily as they are able, and aren’t afraid to rough up a particularly stubborn pig farmer. Bandits usually try to avoid killing, as that is one of the few things that can unite Bear farmers with Wolf occupiers to hunt them down.
  Wolf local leaders, known as hjersir‌, consider raids of all types equal, and tend to deal harshly with anyone caught in the practice. This does not endear them to the local populace, unless the raiders have been quick to kill. As the Wolf hjersir have supplanted Bear urds in all but the most minor of villages, this adds to the importance of not being caught when the young folks are doing their nightly pranks.
