Clanless with the Clans

Clanless folk can come from small, isolated communities that have little contact with the major clans, but generally they are made up of clan members who cannot or will not fit within the expected structures of their clan. As such, the clanless are viewed with no small amount of distrust and suspicion by local leaders.

Some Clanless try to live peacefully with their neighbors, although this is rarely a stable set of affairs. Wolf leaders especially have a hard time accepting people living in or near lands they control that don't owe them fealty (or taxes). Clanless usually end up pledging themselves to the local clan, or pulling up roots and finding somewhere else to live.
