Wolf Rule
Of all the clans of the Sjonderwold, the Wolf have the strictest political hierarchy. At the top of a Wolf clan is the Jarl, the man or woman that has proven themselves to be strong and successful enough to lead the clan.
The jarls project their strength over the rest of the clans through use of their highly skilled warriors and their geographic advantages. Thickly forested fjords and generations of experience sailing through them give the Wolf the skill needed to sail far up rivers and deploy their warriors where needed.
While this makes the Wolf army seem strong and seemingly ever-present, in truth they rely more on the fealty of local leaders to maintain their control. The jarls can only afford to send in troops for particularly troublesome problems.
