The Outskirts and Monter Hill function as large storage distrcits, they both have numerous large and functional warehouses for the goods that enter Cartitia. As well as the warhouses Monter Hill is where a lot of goods inspection and customs occurs.
The main difference between The Outskits and Monter Hill is simply that Monter Hill occupies the raised eastern riverbank.
