Quessir'Loki Sanctuary

The Sanctuary of Quessir'Loki would hold the highest power over the continent of Smaugshowa, if it weren't a secret. No one knows about this Sanctuary unless they are summoned by one of the mighty chromatic dragons who run it. There is no exact location that this Sanctuary can be placed. The dragons seem to live in another plane of existence, one that can only be reached by their students in meditation. 
These students are chosen for their High Elven heritage to become the dragons' pupils. They are then raised as powerful draconic sorcerers. Each of these students wear a scale of their patron dragon, and pay homage to these dragons as if they were gods. They see themselves as higher than most others of the world, but on account of the Sanctuary's secretive nature, arrogance and open talk about the dragons and their Sanctuary is not received well. 
If you are not a student and are still summoned into the presence of the dragons, it is the greatest honor one could receive, other than being in the presence of an actual god.
