Neighborhood Watches of Fin-Allan
The Exodites have gravitated towards policing with a light and even neglectful touch in areas where elves don’t reside in significant numbers. Though they maintain the jail, perform investigative work across the city, and elven judges pronounce on dispute both between elves and humans, the Exodite Army itself rarely ventures outside the northeastern quarter of the city. As a result, citizens of the various districts have formed neighborhood watches for the purposes of deterring crime and keeping order.
Operating with the tacit approval of the mayor, these neighborhood watches enforce not only the laws of the city (sometimes), but also guild bylaws. Some watches even issue fines and set up stockades, with the Exodites generally letting the watches do as they please as long as any backlash from their actions does not spread outside the district they operate in. In practice, the watches are mostly beholden to those that fund them, which tend to be various professional guilds. At best, the watches are community peacekeepers that work to keep their homes and those of their neighbors safe. At worst, they are thugs under the command of local strongmen.
Standards and training also vary wildly. While the Guldtown watch is well funded and equipped by the nobles, the “watch” that operates in the Lower Cymbarite district is practically not separate from the Rivermen at all, and is in fact effectively a deputized mob.
