Tescarana Chief

The clans of the Tescarana invariably have chieftains, discharging certain duties on behalf of the clan. Though their power and influence varies between clans and even individual holders of the office, each clan is expected to have a headman to represent the clan to other clans on the highest level. To deal with important matters between clans, the Tescarana expect there to be a chief to talk to, to represent the whole of the clan. Rarely hereditary, chieftainship is usually elected from distinguished members of the clan. Nevertheless, some chieftains style themselves as kings as a claim to status and prestige.

Requirements

There are usually no formal requirements to be nominated as chieftain, except a sincere belief that the nominee would make the best chieftain for the clan. Nominees are usually not elderly, as most clans appreciate the relative stability and continuity of having a single chieftain serve a prolonged term. The nominations usually go to those who have distinguished themselves in some way, as merchants or negotiators, as warriors, or even in contests between clans. As the most important work of the chief is actually inter-clan diplomacy, the average chieftain is someone who commands respect, but is not necessarily a warrior. Eloquent speakers and capable negotiators are favored by many clans.

Appointment

Chieftains are typically elected from among the more prominent members of their clan, nominated by their peers. Chosen for life, prospective candidates are vetted by the clan Nethvis to ensure that the chieftain-to-be has the blessing of Uni. Ill omens have been known to sink otherwise very compelling candidates. Elected in the great hall of the clan, typically by acclamation, some clans allow only the prominent members of the clan a say, while others invite every adult member to choose their chief.

Duties

In most clans, the chieftain is first among equals in the great hall of the clan, debating courses of action for the entire clan with other important clan members. When it comes dealing with other clans, the chieftains tend to have more personal latitude, and usually if someone has to go out to negotiate with other powers, it is the chieftain that goes. The chieftain also has an important role in many ritual aspects of clan life, officiating festivals and cultural events. In many cases, a chieftain also serves as a sort of tribal judge. Expected to rule according to tradition, and in most cases with the broad consensus of the great hall, a chieftain's ability to impose their will on the tribe depends a great deal on personal relationships and charisma.

I enjoy that they don't elect the elderly because they want a chieftain who can serve a long term. I think that they sound like trustworthy leaders in general.
