Water
Water is everywhere. A great ocean blankets the most of the world. Water rains from the sky regularly, and flows into river and lakes. Water is a necessity for every animal and plant, and the availability of water, particularly freshwater, is crucial to any community. Water is likewise used for transport, as a barge or a ship can transport goods and people more efficiently than a cart. As a result, large cities can only really exist close to waterways. For example, the size of Fin-Allan is such that it can only be efficiently supplied with the grain its people eat by barges along the river Dent and across lake Donner.
Flowing water is also an important source of power to many peoples, but particularly the Cymbarites who have adopted many Exodite mechanisms for efficiently exploiting it. Water wheels of various kinds are ubiquitous in Fin-Allan and indeed any place within the governorate where a river with suitable characteristics flows. Water wheels such as this are used for a variety of purposes, such as milling flour, crushing ore, heating a forge, making paper, fulling wool, and so on. Generally, local lords and town government regulate the use of waterways for power generation. Overmilling a stream can make it impossible to navigate, as well as affect the flow characteristics of the stream, making it less useful for other watermills.
The average person uses water for drinking, cooking and cleaning. As a result, most people live close to where they can access fresh water, usually by a stream or a well. The animals used in agriculture, namely horses, oxen, and sheep also require significant amounts of water, and agriculture in general requires at least rainfall. As a result, water dictates the movements and activities of almost everybody. In places where water is not as readily available, access to it becomes even more important as desert nomads travel from oasis to oasis.
