Upgrading feats and powers

The powers/feats for this campaign have their effects separated by level. The level represents the minimum level needed to unlock the power/feat and their respective upgrades. You must also have the previous upgrade or base power to unlock the next upgrade. Those are the only two prerequisites for obtaining and upgrading powers/feats, unless otherwise stated by the individual description.
