The entity who introduces himself as "Mr. Smith" is probably an artificial intelligence built into the framework of the complex instead of being built into a droid or a starship. He links into holoprojectors in order to lead visitors through unmarked corridors and bulkheads to the meeting room in question. When asked, he identifies himself as a member of the "Department of Sanitation" which is absolutely some spook's personal humor.

I don't know how much of this "uncanny valley" character is a product of the technology in question versus how much is intentional creep factor.
