NS-0713 must remained restrained with solid Stradanium shackles at all times. Failure to ensure NS-0713, regardless of the presence of a containment breach, will result in the suspension of all associated members at the Site of capture, and the dismantling of the commanding officer. NS-0713 shall be kept in a large 15/17m cell, with the only entrance or exit being atop a large shelf, twenty [20] meters above the cell's floor. There shall be no staircase, latter, or any other means available to potentially climb the shelf and reach the door. It is preferred that NS-0713's cell be located at the Site's lowest possible level, although it isn't mandatory, and relocation can prove difficult.
The term NS-0713 refers to a manifestation of Nyx Spectra with the ability to morph through matter. Current experimentation has proved the Spectra able to pass through any material, except Stradanium and Straidian. Some users can also bring whatever they touch through matter with them. Certain users possessed control over what passed through and what didn't, while others simply brought whatever they touched, including humans. Victims who's head passes through solid objects through these means instantly lose consciousness, and excessive usage leads to insanity. During experimentation and interrogation, one user admitted to feeling "light headedness" when his skull passed through material.
Its been deduced that morphing takes a physical toll on all users, although the Spectra wielders are more resistant to the effect. Due to its dangerous and unpredictable nature, all personnel have permission to shoot on sight.
