Chapter 1. Introduction to the Agency

1.1. Scope.

1.1.1 Purpose The purpose is to create a standard policy and code of conduct for all members of the Agency to follow   1.1.2. Policy The Agency's mission is to create a safe and peaceful environment for all the world's people to live in, free of anomalous threats, deviant horrors, and other potentially dangerous objects, peoples, or entities of curiosity and illogical nature. The Agency will participate in the policing, restraining, governance, and termination of all deviations, regardless of origin, nature, or methods of procuration. The ultimate purpose of the Agency is for the betterment of society, and as such, discretion of the complete impact of the Agency's decisions must be considered, reviewed, and anticipated. Failure to do so will be detrimental to both humanity, and the Agency.   Agency personnel, whether sworn or not, are expected and required to follow the standard policy prescribed within the Agency's Standard Operating Procedures, and act responsibly both on and off duty. The Agency will hold all its personnel responsible for their actions and, if ruled by an agent of appropriate authority, can and will terminate its members regardless of age, ethnicity, sex, grade, position, or any other reason. The Agency will respond swiftly to breaches in standard policy, particularly those that violate the public's trust in the Agency, or otherwise reflect negatively on our operations.   1.1.3. Moral Expectations Moral expectations are the minimum required ethical behavior by all Agency personnel. These include;   A. Integrity Preforming the same correct behavioral traits and to the same extent when both observed and unobserved. In short, integrity is doing the right thing regardless of who, if anyone, is watching.   B. Courage Courage is the instillation of trust, and the commitment to push forward, regardless of dangers.   C. Pursuit of knowledge The Agency is founded upon the intrusive and curious nature of humanity, and that never ending pursuit of knowledge. The agency appreciates such concern, as its personnel prone and inspect reality defying concepts daily.   D. Commitment The striving pursuit for excellence in appearance, work, and even daily life. Agents are expected to work diligently and effectively, and to hone and purify their methods of labor.   1.1.4. Discretion This article covers and accounts for most of the common occurrences and situations the Agency may encounter however, it does not account for all situations that can arise. For unusual situations, the leader is asked to follow his own discretion, and listen to the advise of and solutions proposed by other agents, in particular, the commanding officer. For additional guidance, report to the Adjutant of the Administrative Section.

Chapter 2. Rank, Grade, Chain of Command, and Leadership

2.1. Grade   2.1.1 Grade is the rank assigned to individual agents based on experience, skill, education, and overall potential. An Agent's grade is assigned by the Chairmen of the Board based on their expected and average performance.   2.1.2. Grade does not serve as seniority with respect to the Chain of Command, but operates adjacent to it. Grade serves to show individual Agent's qualifications, so that positioning the Agents within the Chain will be made easier. A high grade does not guarantee a high position.   2.1.3. Promoting to a higher grade typically requires a number of credits. Credits are a point system designed to tally individual's experience, education, and qualifications. Every position an Agent holds adds a number of credits to his OQC, and different positions offer different numbers of credits based on their overall challenge and importants. Holding a certain number of points will automatically qualify an Agent for promotion.   2.1.4 Superior officers can also request a promotion for an Agent below them, allowing for promotion through recommendation.   2.1.5 The complete list of SRA grades is as follows; AGENTS; Agent Trainee, Basic Agent, Agent 1st Class, Senior Agent, Senior Special Agent, Supervisory Agent, SERGEANTS; Staff Sergeant, Senior Staff Sergeant, Senior Master Sergeant, Chief Master Sergeant, OFFICERS; 2nd Lieutenant, 1st Lieutenant, Captain, Major, Lieutenant Major, Colonel, General, Major General   2.2. Rank   2.2.1. Rank can be defined as seniority within both grade and position within the Chain of Command. As grade serves as seniority within position, and acts as a way to delegate between the two, rank does the same for grade.   2.2.2. If two Agents share the same position, the one with the higher grade is the superior officer. If the Agents also share the same grade, then rank determines the superior.   2.2.3. Rank is based on the amount of time an Agent has spent as an active member of the SRA, but it is also determined by the total number of credits an Agent holds.   2.3. Position
