The Inter-Federal Arcane Defense Agency [SRA]
The Inter-Federal Arcane Defense Agency (SRA) [Albion; Strívil an Résist von Arcéene Fondation] is the international intelligence and security service of Albion, as well as the nation's capital law enforcement agency. The Agency was founded along side its sister foundation, the Inter-Federal Miltarian Police Force and Department of Investigation [IMP and DI respectively]. Originally, both the IMP and SRA reported and operated under the Central Department of Defense, however, the SRA's influence has expanded well beyond its initial origin, and now the Agency has authority rivaling even that of the Fúhrer.
SRA's mission objective is to ensure Albion's national security against supernatural and anomalous threats. The SRA tasks themselves as the first and final line of defense against reality bending, altering, and deviant threats, and does so through;
- Securing and restraining of anomalous objects, beings and entities,
- The study and research of various anomalies for the purpose of furthering research and technology prospects,
- Monitoring potential threats, and taking appropriate counter measures that ensure mankind's survival,
- The final solution of hunting down and dismantling the remaining Nixes,
- The creation and maintenance of Albion's most advanced anti deviant military force and defense mechanism.
Structure
The SRA is led by six [6] Chairmen of the Board, titled Directors, and immediately beneath them are the Foundation Commanders; Liaison and Human rights Commanders respectively, as well as the six [6] co-Directors. The eight Commanders are represented and led by the Foundation Commander, although the FC acts more of a facilitator and representative than an actual commander. The Agency is then divided into four [4] Sections; Operations, Logistics, Research, and Administrative. Each section is commanded by a Section Chief.
Every Site, Operation, group, and/or investigation is assigned a Leader, and every individual in the Agency, with the exception of the FC and Chairmen of the Board, reports to exactly one individual.
Operating Sections [Operations, Research, and Logistics], are divided into Branches, then Divisions or Groups, Units, Strike Teams, Task Force, and finally a single resource. Admin. Sections [Administrative] is simply divided into Groups, Units, etc.
Public Agenda
The SRA's public objective is to "act in as humanity's shield and spear in the face of divergent threats".
Assets
The SRA's influence has risen even beyond that of the Fuhrer, and now they control the country from the shadows. Their main asset is Straidian, the most valuable alloy on the continent. The Agency has turned its attention to this resource and has began a massive search for the alloy, as it's the Albion's only defense against divergents.
History
Foundation [1092]
The SRA was originally founded as a secret police tasked with the mass genocide of the Nyx. During the mid Dark Ages, several Nyx began migrating across the sea to rejoin humanity. This was because in 1084, a famine had struck the Serpent isles that wouldn't let up until over twenty years later, and many came seeking refuge from the threat of starvation. The hatred for the ethnic group ignited once more, and the thrall and authoritative alike sought a solution. Various ideas of coexistence were proposed by philosophers, such as Avena Porre, however, many people believed such ideas were preposterous, and didn't react kindly. In the words of Lusia Gruel, "any one who could even think such ornamentative fallacies is nothing short of a devil sympathizer, let alone those who claim its moral". Instead, most people believed mass deportation was the solution. Rather than a group effort, each nation counted the collection and deportation of nixes as their own issues, and so many slipped through the police's fingers by simply racing across borders. This changed after the Kvia incident*. Empress of Skain, Elizabeth Ruath declared the migration of Nixes to be "an international threat which, if left alone, will threaten all forms of society as we know it". The idea quickly caught on, and soon the United Federation of Albina was proposing a police force on an international level. The Oskarian Empire and Kvia quickly began supporting the concept, and in 1092, the Central Department of Defense was founded. The Department housed two branches; the International Militarian Police Force, and the SRA. With the assistance of its sister branches, the SRA quickly began rounding up nixes, and by the end of the year, over one hundred thousand [100,000] nixes were dissected. *The Kvia Incident was a series of violent attacks conducted by several Nixes in protest to the mass deportations.The Roper Investigations [1102]
The early SRA continued releasing a kill count monthly, usually averaging eight thousand [8,000], but by the decade's end no major changes occurred to the statistics of Nyx crime. Mara Roper, an investigator from Kvia, decided to investigate the issue. Roper reported several inconsistencies with the SRA's reports and actual results. Roper denied the SRA's claims on Nyx extermination, estimated that, at most, the agency has ended 200,000 Nixes since its foundation, ten years ago. In Roper's words, "it [the SRA] was founded for the sole purpose of cleaning are beautiful world, and yet their doesn't appear to be much of a difference. Its one thing to try something and fail. It's totally different when you pretend to have never fallen". After the publication of Roper's report, the Oskarian Empire immediately withdrew any and all personnel, funds, resources, and connections from the Central Department of Defense. The SRA Foundation Commander spoke in the agency's defense, stating "we would like to clear up any misunderstandings; we have not altered our statistical records in any way, shape, or form. These false accusations are simply crude jokes crafted of the sadistical mediocrity of news media. Despite our inherent rejection in the eyes of the public, we shall remain vigilant in our work, and push onward, once more". In the year 1105, three years after the Roper investigation commenced, the SRA had a change of command, and Dr Hern Mason was elected Foundation Commander, mostly due to his tremendous development in Straidian iron. Mason placed his inauguration in front of scores of media investigators, something that at first was believed to be because he was the first male FC. Mason had very different intentions. "We- haven't been honest with you." Mason began, "over the course of this last decade and a half, we, rather than millions, have only dissected 500,000 Nixes. Unlike what many theorists say, the reason isn't sympathy, nor is it the inability to procure the people. Rather, the object of dissection itself has proven difficult and far more complex then originally thought. In order to better our world, we must first alter the way we perceive it. That's why I'm recreating us". True to his word, Mason changed the agency. He first fired 28,902 of the estimated 60,000 service workers within the agency, nearly half. Preserving doctors and scientific researchers, he argued that there were "too many chefs, too little paychecks . He then changed the agency's focus from finding a way to cheaply dismantle Nixes to the reproduction of Straidian. He also, as an apology, offered Roper a position in the agency, but was reluctantly turned down. Mid 1106, Mason's efforts paid off, as the first ever sample of Stradainium was produced. The agency immediately took advantage of their new found power, and by the end of 1107, the migrational Nyx population was cut in half. The Oskarian Empire rejoined the CDD, although not to the extent as they did before, and multiple clans joined as well. For many people, Mason became a hero, but not so for everyone. In 1114, Mason went on his honeymoon with his newly wed wife, Aoda Mason. Their remains were found scattered throughout the hotel they abode. Although he wasn't there to see it, on April 18th, 1116, all recognized nation-states became members of the CDD.The Truth Commission [1159]
The thirty years that followed Mason's murder became a warning of blood to all deviants. By 1121, the Nyx had been all but extinct from everywhere, except Serpentshead. Daemon became the Agency's new priority, and the mass extermination continued. Unfortunately, progress slowed once more, as the Daemon weren't nearly as vulnerable to Stradanium as the Nixes were. The Agency's operations and influence continued to slow down, until thirty-three [33] years later, in 1154, a new FC was elected; Dr Marta Ualas. After Ualas' election, the foundation ceased relation and communication with the press. It became clear that Ualas was bringing a much needed change to the Agency, but the object of that change became a controversial topic, and the Commander's intentional, and even abrasive, dismissal of the media caused many to doubt her, and by affect, the Agency's intention and integrity. The Agency began investing significant funds into militarizing the Operation Section of the Agency, only serving to fuel the public's doubt. In April 1159, a non militarized SRA Residential Site was raided by a band of twenty-two [22] armed and masked individuals, who claimed to be part of "the commission of the eye of truth". Several confidential documentarians and files were burglarized by the group, all of which were provided to the press and media. The files included evidence of investigation into the lives of everyday citizens, the assassinations of several political activists, and the tapping of several members of high political status. The public was shocked by these revelations, and many began calling for the Agency's termination, including political activist and acclaimed oralist Siubhan MacCaibe, who claimed these actions to be "Aversive and indignitary violations of the very principles of human rights", and that "All those affiliated with such atrocities should be shot where they stand". MacCaibe continued to preach her somewhat extreme ideology for the following five weeks. Around late June, 1159, MacCaibe died of heart failure, despite being reportedly healthy by her doctor within the last month. Similarly, other advocates against the SRA began dying of natural causes around similar times. It soon became obvious that the Agency was eliminating potential threats to its position, but investigations into the matter proved difficult, as the investigators didn't even have evidence of the Agency was responsible for the deaths, and the investigators themselves soon were dying as well. Hoping to end the conflict in a swift and sudden move, in February 12th, 1160, Führer Doirin of Roth, under an executive order from the Central Department of Defense, ordered the SRA into complete lock down, ordering an inspection of all the Agency's resources, and requiring a massive investigation on all potential connections to the deaths. The day after the command was given, both the Führer and the Foundation Commander and Directors were found dead, as well as all personnel and investigators on site of the Agency's Head Quarters. After the event, attempts were made to continue the investigation, but with all the Agency's leaders dead, as well as all investigators and the Führer herself, the operations failed spectacularly. To make matters worse, an enormous population of one hundred-thousand [100,000] random individuals ended up dead daily, nearly doubling the number of natural global deaths. The deaths seemed to have no consistency, as age, race, gender, ideology, and any other source of genus retained no pattern. Rather than immediate investigations, the CDD focused on containing mass hysteria and crowd control. The killings continued for thirteen [13] days. On February 14th, 1329 hours, just a thirty-four [34] minutes after the last death, Site-07b was destroyed in an abnormally large explosion. After the explosion, the killings ended. As the local police investigated what remained of the Site, a survivor was found. The survivor was Dr Erwin Rothmann, and claimed to be responsable for both the explosion and ending the killings. Rothmann explained that all the killings were caused by a Nyx under the alias of "the Eye of Truth", who had jurisdiction over NS-9024a, an extremely dangerous spectra that allows the user to kill any individual just as long as they can see the victim. NS-9024c requires direct eye contact in order for the spectra to work, and NS-9024b simply requires the user to look directly at the victim. The spectra in question however, NS-9024a, can be activated by simply looking at a picture of the victim, giving the "Eye" a massive advantage against the Agency. Dr Rothmann explained that, in order to destroy the Agency, the Eye and a group of followers did indeed raid an SRA Site in April, and also stole several classified documents. However, the ones the group provided to the press were forged and altered. After the public turned away from the Agency, the Eye began eliminating individuals who spoke against the SRA, effectively framing the Agency. According to Rothmann, it was in late December when he and Commander Ualas finally identified the culprit, and began efforts to incarcerate him. The Agency managed to track down Eye's compatriots one by one, and by late January, through the interrogation of their new captives, the SRA learned his hiding place. They made their move on January 8th, and successfully detained Eye, storing him in Site-07b. Six days later, the Agency was sent into lockdown. According to Rothmann, on the same day, Eye successfully breached his containment, killing most of the on site staff in the process, although the lockdown procedures had trapped him within the Site. By investigating documentations, Eye managed to procure photos of Commander Ualas, the Führer, and the six Directors. By the next day, he successfully eliminated all personnel and personnel who's images had ever entered Site 07b, by monitoring security feeds. He then established communication to the Commission of Truth, who began supplying him images of citizens for him to eliminate. It was in this chaos that Rothmann claims to have slipped past law enforcement, headed toward Site-07b to investigate what had no doubt gone wrong. Rothmann stated that the confrontation ended with the site's detonation, as several SRA sites were lined with explosives as a security measure. In response to these events, the Central Department of Defense created a third branch; the Department of Investigation [DI]. As its first case, the new department investigated Rothmann's claims, finding a corpse Rothmann identified as Eye, and blood tests proved him to have been Nyx. After an extensive investigation, the Department stated that "Rothmann's claims are highly likely, although confirmative evidence has evaded our grasp" Despite the lack of evidence, the public supported Rothmann's claims, and, although the Agency remained in lock down during the investigation, upon its reinstitution and activation in 1162, Rothmann was elected Foundation Commander of the SRA. After recognizing the Agency's vulnerability and hoping to avoid similar incidents, Commander Erwin Rothmann rewrote much of the Agency's policies, giving most of the FC's power to the Board of Directors and other Commanders, increasing security measures, establishing emergency recall programs, remove the Agency from the press and keeping far more information confidential [especially site locations and purposes], and adding more linearity to the Agency's command system. Rothmann's reports on the SRA, even to the CDD and its sister branches, became much more vague, obtuse, and short, often not providing context for much of the subject. When interviewed on the subject, Rothmann replied, "you can never be too careful in what you say, as you can never know who, or what, is watching".
