Rory Booker, "Guildmaster Booker," is an older businessman who serves as Minnet Hwell's governor, residing primarily in Hopton although frequently visits Suthton, where he also has a residence.  He is primarily focused on Minnet's shipping businesses and guildhalls, one of which he used to run before being elected governor.  He is respected for his business acumen and coarse sense of humor.
