Head Drover

Head Drover is the title of the leader of the Brandishers.  The Head Drover is chosen from the rest of the Drovers and is in charge of leading meetings and pushing the organization's agenda forward.  Drovers can challenge the Head Drover's decisions which can be vetoed by a majority vote.
