Shipman Jostley Chambray is the current commander of Minnet Hwell, overseeing Fort Hoist and keeping tabs on Fort Brick and forces in Hopton and Briggeton, along with the inspection efforts there.  He captains the COO Importance and is known for his naval experience and rough but hearty personality.  Originally from Minnet, he is excellent at cargo management and oversight.
He is a muscular, tan, bald man with a black, trimmed beard.
