Shab-mar Collective
The Shab-mar collective is a small loosely organized enclave of individual rogues that work together for mutual benefit and survival in the empire. It is not a thief's guild in the traditional sense as it doesn't claim territory (beyond its warehouses and meeting places), but its members still abide by a code of conduct and directives set down by its leading council. The collective also prefers to keep out of the affairs of the other guilds, gangs, and syndicates in the cities.

Membership
Training - Masters/Mentors rule over their own students and train them as they see fit. The price of training varies depending on the role or skill being trained in.

Dues - Masters/Mentors set their own requirements for those under their control. The money goes into the pockets of the individual master the rogue is placed under with a small percentage going to the collective.
• 25 gold per week while in "training" (levels 1-3) or equivalent in jobs performed after masters normal cut (usually 80%-90%)
• 10 gold per week or equivalent in jobs performed after masters normal cut (usually 40%)
• Masters pay the collective a 10-25% cut of jobs completed depending on collective resources used plus any referral bonuses that led to the acquisition of the job in question.
Personal Expenses - Mentors generally pay for the daily expenses (up to a comfortable lifestyle of 3 gold a week) of their members during and after training. This amount goes on to their ledger if they are unable to pay for that week.
Secrecy
Secrecy is paramount. Anyone who reveals information about the collective or its members to the city guard or to anyone outside the collective (willingly or otherwise) is usually never seen or heard from ever again.
Sharing of Information
Members of the collective are expected to share any jobs they've obtained on their own and any information that could help the collective with their masters who in turn share it with the council. Depending on the type and value of the information given there may be a reward or other compensation.
Treatment
Members of the Shab-mar Collective are treated extremely well compared to other guilds or organizations of rogues within the city. The masters are keen to maintain the loyalty of their charges so give fair compensation and treat them with the respect that they earn/deserve. Even punishments for failure are dealt with in a just manner (see The Price of Failure below).
The Price of Failure
Failure of a job while in the collective can bring severe monetary consequences but very rarely physical ones. A ledger is held by the collective detailing all debts incurred by the individual and what they've paid toward that debt. Failure brings at minimum of 10% of the jobs reward plus any other expenses the collective had to pay while the member was performing the job and to correct the members mistakes.
If the debts on the ledger become too high for their master's liking (generally anything above 5000 gold) then they can face other consequences. Their ledger can be frozen which denies them access to equipment, information, and cuts of future jobs until their ledger is paid down by an acceptable amount. Some masters might also deal out a physical punishment if the member doesn't learn from those mistakes. Too many failures or a breach of the collective's trust can also lead to the council to remove the member from the collective's service. The member's mentor/master decides their final fate.
