The Emancipation Proclamation
By declaration of the World Queen, Pari Ardashir, Slavery is forbidden.
Effective as of Holly Week 777 all slave owners and companies must free all slaves under their ownership. Former slaves can be hired as paid servants or workers for a living wage. All freed slaves not hired on must be given 1 gold piece for each year held in slavery. City-states may choose to give tax breaks or other aid to companies and persons adversely affected by this proclamation.
Slavery now falls under the Fourth Plaint: Crimes against citizens. Punishments to include any of the following:
- • Forfeiture of Property and Assets.
- • Exile
- • Corporal Punishment
- • Imprisonment (up to 10 years)
- • Fines payable to the city (up to 500 gold)
- • Damages payable to the victims (up to 100 gold)
Slave Trading now falls under the Second Plaint: Crimes against the City. Punishments to include any of the following:
- • Forfeiture of Property/Assets
- • Fines payable to the city (up to 100 gold per slave in possession)
- • Damages payable to victims (up to 100 gold per slave)
Slavery as punishment for a crime and Forfeiture of Life
City-States may use slavery or forced labor as punishment for Serious or Severe crimes. However, the period of labor should not exceed standard sentences for such crimes. Slavery can be used as an alternative to any crime resulting in a death sentence. This sentence is called Forfeiture of Life. The guilty party loses all rights as a citizen, cannot own or obtain property, and have no rights under the law; except as property owned by the city or state passing judgement.
Historical Details
Background
Before the arrival of Pari Ardashir as the World Queen, slavery had been common practice by the nobles and peoples of the region. Only the free city of Oasis has had laws in place banning the practice.
Pari Ardashir was sold into slavery when her family was murdered and spent life as a slave to the Khawaja Family until her escape in 776. After reclaiming her name and noble title, ending slavery became a goal for the young noble. Upon elevation to the throne of The World Queen in 777, Pari used her power to enact this proclamation.
Public Reaction
The majority of citizens in the various regions agree and support the proclamation especially those within the Zareshiki and Oasis protectorates. Nobles of Baranabad and Yaghuti have put up the most resistance as the majority of their buisinesses have relied on slavery for centuries. Trading companies, markets, and other slave trade operations have either taken their business underground or folded up shop completely. Pari Ardashir has had to contend with multiple assassination attempts from the resistant nobles and organizations.
Slaves that have been freed by this proclomation have had various reactions. Some worshiping The World Queen as their divine savior while others, lost within their new found freedom, struggle to find their new place and blame the proclomation for destroying the simple lives they had.
