They used to include the name of the founder (Lorenzo Ponzio) but they dropped it both for the acronym and because people kept associating the center with Ponzi schemes which I would argue have some relation but only in that I consider both to be scams and not specifically because the PICNIC is based on quick cash grabs from layers of investors.
The building itself is one of those skyscrapers that was clearly designed by some famous architect for a group that thought they would be way cooler than they were, completely with weird curves and an awkward roof. Also they really should have thought through the name better since they all get super huffy if you call it PICNIC. Which just makes everyone else want to call it that.
The building was made in the 60s, with the intent to talk to aliens. After the We Are Here speech, they shifted purpose to be more about superheroes and facilitating communication between them and ordinary citizens. Never mind that we'd had Powers Locator types for a few generations at that point.
Honestly, they bounce around a lot when it comes to public opinion. Most of the time, they're kind of useless. A bit of a money sink, no one really understanding what their purpose is, and the building being kept way too clean for something that's not being used for actual communications.
Other times, they align with people who are less about communicating and more about controlling what the average citizen hears. In recent years, they worked with SIVIC to hide that organization's sordid past. Because "nonviolent" was more important than "they literally murdered children and people should probably know this stuff."
