No one wants to live in the city itself. That's for people with ambitions. What you want is a nice quiet house nearby where it's easy to commute without the risk of your beautiful house being crushed to bits in an epic battle between two superpowers. And from this distance it's not even hard to witness the fight, safe and comfortable.

Naven City is one of those places that attracts superpowered individuals. The area has a lot of odd characteristics that lend themselves to needing people with abilities to handle them, and then once you get a few then you have to have more. As such, the people in the city itself are something like 50% superpowered people, somewhere on the power scale, either working for someone greater or else trying to make their way in a broader world. The population is under a lot of flux and tends to be somewhat transient. Even those who can legitimately claim to live there tend to only do so in between going to other places.
It's the suburban area where you run into the actual locals.  

Super or Not

  They tend to avoid discussing superpowers. Since 1% of the world have them to some degree, there's at least 3000 people in the area who have powers, but you'd never know it if you talked to them. It's not that they dislike supers, but more that continual association with the nearby prominent organizations means that they put a high value on discretion. Who wants to risk learning the identity of a supervillain when you could just not be nosy about this one specific fact?   Interestingly, while these people don't speak about superpowers specifically, and tend to vote emphatically against any kind of registration of those with powers, they're remarkably open when they do have them. While it's mainly those with minor powers (or at least demonstrated in a nondescript way), they're among the most open when it comes to casual use of powers.    

The Classiest Electricians You'll Ever Meet

  Another factor that seems to go hand in hand with the nature of their neighboring city, is that a lot of the middle and upper class population goes into trade professions, like plumbers or electricians or any other form of repair work you can think of. They'll have business degrees, wear suits, make bank, and rebuild the labs and apartments that get destroyed during attacks.   They're likely to be multilingual, and most will have ancestral backgrounds from all around the world. It's a little baby melting pot full of people who want to be able to keep an eye on the superheroes without having to participate in the superhero nonsense and also make money when they destroy stuff.
