Sovereign General
The head of state to The Land of the Empty Throne, the Sovereign-General presides over a peculiar kingdom perpetually waiting for the return of their two demigod rulers, scions of the God of War himself.
Qualifications
The only hard required qualification is that the person selected already be a General. Everything else is a matter of debate between the opinions of the Counsel.
The most important matter to the Counsel is the stability and preservation of the Kingdom. Only the children of the God of War, the Zwiebrus, are allowed to rule the land as king, and this is a deeply held belief. The Sovereign General therefore is not in a position to radically change policy or culture, but to only make changes that are within a Generals purview, and only when strictly necessary for the continued strength and preservation of the nation. This is even more important than tactical knowledge, which is also significant. With the entire nation belonging to the military and every citizen a soldier, the next most important requirement is being able to lead the nation to victory. Believing that the neighboring nation of Grushta is responsible for holding hostage or killing the Zweibrus, the nation is constantly at a war footing, ready for an incursion from their eternal nemesis. This can be difficult to measure and substantiate, as there are Generals for every facet and group of the Kingdom, such as the artists or architechts, who rarely see combat even in the ranks as a General. Their knowledge is just as important, and so those in charge of the infantry or cavalry who have little experience with logistics or management of large tasks can also be disadvantaged.

Appointment
The Sovereign-General is chosen by the General's Counsel, which is comprised of every General in the country. The Counsel deliberates in secret as to who is best to lead the nation, until the return of the Zweibrus; the Kingdom's two lawful rulers. Votes are cast anonymously and read aloud. The process repeats until a strong consensus is reached, at which point the winning General is promoted to Sovereign-General, and announced to the nation.
Grounds for Removal/Dismissal
Below the Sovereign General is the Druze; a position that existed since the time of the Zweibrus. The Druze watches over the Sovereign General and documents his actions, for good and ill, to make reports to the General's Counsel at any time. If the Counsel believes that the Sovereign General has acted in a way that is against the honor and code of the Zwiebrus, the Druze is responsible for providing any evidence available, and presiding over a hearing, with all of the General's Counsel as the jury. As of yet, no Sovereign General has been removed from office from such a hearing.
Adding to the fear is that a conviction would not just be removal from office, but would be tantamount to treason and therefore death.

The rank of Sovereign-General is equal to both the head of state, such as a King or Queen, as well as the nation's foremost military leader, expected to deploy on the field with their soldiers.
