Antagonists - Flight of the Empress

The Governess

Ms. Caroline Sebastol, better known as the Governess, has taken to preferring being called Empress. She's as charismatic as she is dangerous. She has it out for far more than just the party. The Governess intends to start war in a grasp for power, ending the current span of peace. She seems to be willing to tear down anything to get her way, her own agreements and home city included. The Governess is midway through her second term as the elected ruling figure in the Central Province and has long been beloved by her people. She has worked hard and seen to an unknown but ever-growing number of deaths to keep her little world domination project a secret until launch. It isn't known how much she loves Kane, with whom she has a daughter, but she does like the shitbag in sort of an angry pet chihuahua kind of way at minimum and would swat anyone who tried to upend his rank. That aside, the party doesn't actually know that much about her.

Chief Master Sergeant Kane

Kane is the highest ranking figure in the newest branch of the Central Capital's government, an airforce currently composed of around a dozen Sky Whales and a multitude of trained wyvern regiments. He was appointed by the Governess personally and she trusts his ability- especially his understanding of manipulation and psychological warfare. Kane enjoys tormenting his underlings and enemies alike, and he takes pleasure in showmanship and making life or death a game. He is in love with the Governess who he treats like a queen, and adores his only daughter who is his princess. Kane used to have at least one other daughter who is now deceased. The fear of losing another eats at him to the point that he has a twisted honor code. Kane's weakness is most likely his pride which, while difficult to wound, can throw him in to a rage if such is done. He's demonstrably a sore loser, willing to focus on a small set of personal enemies when he has an entire war to be fighting. He has taken to referring to the party as "lucky ducks" as a calling card after a humiliating defeat where they snatched a prisoner right out from under his nose.  

 

...AKA Tchazzar

  Kane turned out to be more than he appears, and is in fact the human form of the great wyrm Tchazzar, the largest dragon on record and the most infamous in recent history, if not all time. In only a hundred years since his last appearance on the world stage his immense bulk seems to have increased a surprising amount. In the Central Capital there is no way his draconic body would fit without causing destruction so he seems to have resisted using it even when it meant suffering a wound to his pride that he could have otherwise squashed. He attacked Hellmouth in his true form when the tides were turned against his aerial forces and the battle seemed nearly lost for the Central Government. He claims that he is a true God, and in fact seems to have slain the Goddess Luthic in a brief struggle. Rather than invoke his loyalties to the Central Government he proclaimed something about his own Divinity, the Jaws of Tiamat, and even envoked the name of Garyx. Despite them being ants in comparison to him he still seems to have it out for the party specifically, especially now that he knows the successor Champion to the one who damaged his precious fangs is among them.  
 

Roscoe Moore

Dr. Roscoe Moore is an enigmatic figure. The party knew his name and despised him long before they could ever connect it to a face. He turned out to be with the Governess on the night of the power plant explosion, and was recognized as a man from a doctored photo in the newspaper. He was a part of the project developing genetic experiments, which included the Fetal Wyrm, and was doing something with electricity as opposed to souls. He hasn't been having a good time lately it seems, and the Governess is disappointed with him. He is a big game hunter who is also willing to hunt those of demonic and infernal descent, collecting tiefling horns and binding books in their skin  

Minor

Thaddeus Rouge - The deceased grandfather of Talhan Rouge. Once a filthy rich weapons dealer, now a literal ghost of his former self. He is an uncollected soul haunting the old family mansion, claiming that he is there because watching his grandson piss his fortune away is his "own personal hell." He has vaguely threatened Adari though if he is capable of doing anything is unknown. He seemed to be a wizard in life and somehow managed to take his spellbook with him, despite it having very little use to some dead asshole. While technically deceased he's a lively threat.
 
Khilvarax - A gold dragonborn that Seladi has known since college, and a thorn in her side for almost as long. He is jealous of Adari's academic achievements and is convinced she must have done some sort of obscure plagiarism to gain the degrees she did in the time she had. Khilvarax is now working for the Central Institute as a lead in his department which led to him being a working contact with Talhan Rouge, so he is seen now and then. The Central Institute is suspected of working closely with the Central Government on the war effort, and Khilvarax himself is suspected of potentially pursuing lichification.  

Mysterious

  • The Necromancer - Mentioned by the Governess when speaking to Roscoe Moore. They have been doing a better job than Moore as of late, from the sounds of it. Their name and appearance is unknown.
  • Skew/Sku/Skuu - Mentioned by the Governess. Their "signal" was finished "ahead of schedule." The spelling of their name and their appearance is unknown.

Deceased

 
Tchazzar - OUT-DATED BUT HERE FOR POSTERITY - Technically Tchazzar has been deceased for around 100yrs before the start of this campaign. The largest red dragon ever on record, immensely ancient, and in possession of incredible elemental power, Tchazzar was the monster that destroyed Dryad's Gold in a lengthy and thorough assault. During this time he became a burning memory in the minds of survivors, and the friends and family of those who never made it out. Among older races he persists as something of a hellbeast boogieman. Tchazzar devoured Desiel Besean's mother and incinerated his father, along with his boyfriend Seoulare's childhood friend and twin sister.

Mr. Winters - Head of the (now destroyed) Central Financial District Building, where he had a top floor office so lovely he never really left. He lived there in a hidden refrigerated room. While unusual the party pegged him as an Oni. Mr. Winters was an important individual in direct contact with Chief Master Sergeant Kane. His death was reported as a suicide in the news, with no statement given on the contents of his office.
The Fetal Wyrm - While fetal and unfinished in appearance, this creature was the size of a fully grown dragon and seemed to understand common on top of being able to speak it telepathically. She was some sort of genetic experiment that had something to do with the war efforts, but she was being discarded to keep the party trapped in an explosion so powerful it shredded the weave to create a huge dead magic zone. She was determined to take the party down with her and had no interest in trying to disobey whatever orders she'd been given. With some help from Rascal the party killed her and escaped without much time to spare.
The Scarlet Reigns Captain - A fierce individual who was the leader of a wyvern unit, and who fell to his death after being incapacitated by Adari then ripped from his wyvern's saddle by Rascal. He seemed to be waiting for the party specifically, and had a strange way of casting spells with irregular material. Despite being human he could see in magical darkness. When he hit the bottom of the valley he seemed to explode in a puff of fire, the cause of which is unknown because he was way the fuck down there. His massive wyvern, which was half black dragon, didn't have much love for him and allowed him to fall so it could instead continue to pursue the party.
  Morgan Marigold - Haha get it. Cuz... cuz he's a lich. Whatever he'd think it was funny. On top of that he is kind of an asshole, but he's actually an ally with the party! For now? He would be a very bad enemy to make. His adopted daughter Rascal is allied with the party as well and is also kind of a shit. Full profile.
