Banned Magics

While magic is a major building block of the world and how society operates there are some forms of magic that are severely frowned upon. This varies regionally with some magics banned only in certain provinces or even towns. Controversial magics with varying regional legal status include most charms, Feeblemind, Modify Memory and True Polymorph. Attempts to regulate the use of single aspects of multi-purpose spells have a tendency to be poorly enforced. There are some that are banned continent-wide:  

True Necromancy

True Necromancy was banned long before the end of the age of adventuring and has been culturally despised for even longer in most places. Raising mindless dead, lichification, soul bleaching and seeking vampirism are all especially frowned upon thanks to their history of murder to accomplish and maintain such rituals and existences. When discovered liches, vampires, vampire spawns and other murderous undead are exterminated without trial or hesitation. "Unwilling" undead are exterminated on discovery with the exception of ghosts- typically to deal with things such as banshees and poltergeists a team specializing in spectral extermination must be called in by the property owner. Some ghosts are semi-physical but fully conscious and intelligent, yet only the current land or building owner has any say in what happens to them. This is a controversial subject as a result.   Necromantic magic can still be used in the form of things like damage spells, healing and revival and even occurs in nature, though revivification comes with its own set of legal problems.

Summoning

Most forms of summoning are considered unethical with a few exceptions. Most summoning spells typically rely on going against the will of an intelligent creature, spirit or elemental. There are now spells centered around amicable contact with such beings to strike agreeable deals with labor laws enforced if it is a type of being one is allowed to summon at all. For example, once upon a time one could create an artificial familiar by forcing a spirit under your control and shaping them. Pseudodragons and tressym, both intelligent and eager helpers, fill these roles now.   The exception to much of this are Druids who serve as one of the Circle of the Shepherd, who are in close contact with the spiritual beings inhabiting the land or associated with the creatures they protect inherently. Their summoning is ancient tradition and is a show of friendship between both parties, not contract or enslavement.

Creation

Fabrication magics and alchemy are often regulated to prevent the production of dangerous materials or excessive strain on the weave. It is not outright banned. The creation of new life is, however. This includes despicable practices that overlap with true necromancy such as amalgamation and soul bleaching but is typically referring to building an entirely new living species or altering a current one in to something especially unrecognizable. Some was banned in very recent history with the advent of better road systems as people raced to create the ideal mounts to traverse them and it became something of an arms race between wealthy caravans and those who would pillage them. Creation laws interfere with magical conservation efforts and muddy the waters.   The magic that this most frequently covers:
  • Awakening. Once a staple of magic users like druids, Awakening has become undesirable because of similarities to both summoning and creation, and the lack of consent an unintelligent living thing has to change its life so drastically. Natural familiar awakening and inanimate object animation are fine, though in the case of the later this must not come with full intelligence.
  • Intelligent pseudo-life. With the rapid onset of the industrial age warforged production became an area of interest all over again. The idea of making an intelligent being, especially just to force them to a single purpose, means they end up falling under anti-slavery laws. This remains a controversial subject with the richest wanting these laws to be slackened and the rest wanting to keep it in place if only to keep their own jobs. Warforged are no longer produced by anyone other than individuals built by other warforged, who are the only ones that can do this legally.
