High Overseer
As the leader of the Ratfolk Warrens, the High Overseer is the highest office a Ratfolk can hold. With the aid of their council of advisers, the High Overseer is charged with overseeing many aspects of the lives of their subjects, both within the capital of Deepwarren and throughout the Warrens, including trade, diplomatic relations, infrastructure, and security, among others.
Qualifications
In keeping with the meritocratic nature of Ratfolk society, potential candidates for the title of High Overseer must show a high level of competence, be on good standing within Ratfolk society, and possess demonstrable leadership skills.
Requirements
A High Overseer must be of adult age, and have experience in a position of leadership (usually as an Overseer, though candidates from other fields aren't unheard of).
Appointment
A High Overseer is elected (or reelected) every 10 years, through a vote conducted by citizens that are of age, and come from an educated background.
Duties
It's the duty of the High Overseer to lead the Ratfolk, and to ensure the continued prosperity and protection of their people.
Responsibilities
The High Overseer is responsible for ensuring the efficient governing of Ratfolk society as a whole, including the creation/altering of policies, prioritising infrastructure programs, and managing trade and diplomacy between the Ratfolk and outsiders.
Benefits
As the highest office one can hold among the Ratfolk, the High Overseer has the final say in deciding on new policies, and holds immense influence in Ratfolk society in general.
Grounds for Removal/Dismissal
If a High Overseer is found guilty of wrongdoing while in office, they are dismissed from their position, and an emergency election is held to elect a replacement.
