I. Membership Obligations
1. Dues: Mages are required to pay annual dues to support the maintenance of the Council, its functions, and its institutions. Failure to do so may result in the suspension of membership benefits and privileges until all outstanding dues are cleared.
2. Participation: Mages are expected to actively participate in Council activities, which may include regular meetings, educational sessions, and community events. Continuous non-participation may be deemed as neglect of membership responsibilities.
3. Conduct: Mages are expected to adhere to the highest standards of ethical and professional conduct, as prescribed by the Council. Any act contrary to these standards can be grounds for disciplinary action, including possible expulsion.
II. Financial Obligations
1. Membership Dues: Each mage is required to pay an annual membership fee to the Council to maintain their status. The fee serves to fund the operations of the Council and its initiatives.
a. Scale of Dues: The scale of these dues is determined primarily by the mage's rank or level within their Tradition, with higher-ranked mages contributing more. The scale is designed to reflect not only the mage's potential earning capacity but also their increased responsibility within their Tradition.
b. Dues Adjustment: These dues can also be adjusted based on past behavior. Mages who have had disciplinary issues may be subject to higher dues as a form of additional penalty, or conversely, those who have made significant contributions to their Tradition or the Council may be granted a reduction in dues.
2. Fines and Penalties: In addition to regular dues, the Council has the authority to levy fines for infractions of the Vow or other regulations. The scale of these fines will depend on the severity of the violation.
3. Additional Contributions: In cases of emergencies or significant projects undertaken by the Council, mages may be asked to provide additional financial support. These requests are not mandatory, but are strongly encouraged as a part of each mage’s duty to support the welfare and stability of the collective magical community.
II. Intellectual Obligations
1. Tradition-Internal Knowledge Sharing: Mages are required to share their magical findings and innovations with their respective Traditions. This sharing of knowledge cultivates a robust and dynamic understanding of their distinct magical worldview, contributing to the growth of their Tradition-specific capabilities.
2. Inter-Tradition Knowledge Exchange: While Traditions are autonomous and unique in their magical orientations, there is a requirement for some level of cross-Tradition information exchange. To safeguard against potential common threats, significant innovations of magic, particularly those which might be exploited by adversaries, should be communicated to the Council. This is undertaken through appointed intermediaries who are skilled in maintaining the integrity of Tradition-specific knowledge while translating its salient features to a broader magical understanding. The process ensures that all Traditions, despite their distinct worldviews, are made aware of potential dangers and advantages.
3. Research Conduct: All research involving magic must abide by the ethical guidelines put forth by the mage’s respective Tradition and the overarching principles of the Council. Unauthorized or unethical research may be grounds for penalties, up to and including expulsion.
III. Training Obligations
1. Apprenticeship: Senior mages are expected to mentor young and new mages, ensuring the continued survival and growth of magical knowledge and practice. Neglect of this duty could result in sanctions or expulsion.
IV. Regulatory Obligations
1. Council Laws: All mages are bound by the laws, regulations, and policies enacted by the Council. Noncompliance can lead to disciplinary action, and severe or repeated noncompliance could result in expulsion.
2. Dispute Resolution: Mages are required to submit any inter-mage disputes to the Council's mediation process before resorting to any form of magical confrontation. Ignoring this protocol may result in punitive measures.
V. Safety Obligations
1. Magic Use: Mages are expected to use magic responsibly and not bring harm to non-magical beings or disrupt the balance of nature. Misuse of magic can lead to severe sanctions or expulsion.
2. Exiled Magic: Engaging with or practicing Exiled Magic is strictly forbidden and is grounds for immediate expulsion and other penalties as deemed appropriate by the Council.
VI. Sanctions and Penalties
The Council reserves the right to impose sanctions or penalties for noncompliance with the obligations outlined in this agreement. Penalties may include suspension of certain rights, expulsion, fines, or other punitive measures as deemed necessary and appropriate by the Council.
By taking The Vow, mages affirm their understanding of and commitment to these obligations, and consent to abide by them in their entirety. Violation of The Vow can lead to severe repercussions, as outlined in this agreement.
